Revenus from Goods carried by the Canton-Kowloon Railway
As there will be through communication on the Canton- Kowloon Railway in a short time, the Viceroy has recently ordered the establishment of the Goods Duty Department. Taotais Cheng Wing and Sah Fu-mau, and Prefect Lo Hok-mang have been ordered to discuss and make arrangements with the Provincial Treasurer and the Provincial Judge for its
establishment. This has been already reported in a pre- vious issue; and now we have heard that the Viceroy has
proposed the following four questions for consideration
namely:-
(1) Foreign and native goods com eyed between Hongkong ani Canton have had to pay custom dues in the past and at
present. These goods are also required to pay an addition-
al half rate when conveyed to or from the interior. But
on the Ganton-Kowloon Railway & carriage once it cpos803
the frontier from the British Territory,has entered the
interior. if goods duties only are levied on the inter-
vening stations and not the usual custome dues, the latter
will be bound to suffer a deficit. The Commissioner of
Kowloon Customs has proposed to establish branch Custome
House in Shan Chun. What arrangements should be made to
establish such a Branch House? *
(2) The Kowloon Territory and the San On District are co- terminous,
The smuggling of goods by dishonest merchants,
and of arms and ammunition by brigande, from the British Territory into the interior, can be effected with no diffi- culty.

What measures should be adopted to guard against this?
Freight rates on goode conveyed by railway are very high. According to what rate should duty be charged on goode conveyed by the Canton-fowloon Railway so that it will not adversely affect either the "likin" or the railway revenue.
